Didn’t ship on time

I paid for rush shipping and my order wasn’t actually shipped for over 3 weeks. I emailed the owner 2 times telling her I wasn’t mad, I just wanted communication because I needed my sweater for photos and was going to order a back up from somewhere else just in case. No response. Once my order arrived (really late), I emailed again explaining my frustrations and asking if she would be willing to refund the rush shipping since it was shipped so late, no response.
